The Buffalo Bills signed free-agent wide receiver Curtis Samuel to a three-year, $24 million deal on Thursday that includes $15 million guaranteed. The deal is worth a maximum of $30 million. Since seeing Gabe Davis depart for the Jacksonville Jaguars in free agency earlier this week, the Bills have added Mack Hollins and Samuel as receiver additions for quarterback Josh Allen. Samuel, 27, spent the last three seasons with the Washington Commanders, combining for 132 catches on 192 targets for 1,296 yards and eight touchdowns in 38 games (26 starts). He will provide some much-needed receiving depth in Buffalo behind Stefon Diggs, Khalil Shakir and tight end Dalton Kincaid, but Samuel doesn't figure to be much more than a WR3/flex option in deeper fantasy leagues on a weekly basis in 2024.

For the third straight week, Samuel had himself a quiet performance as Washington's offense struggled to get anything going for most of Week 18. With the Commanders heading into the offseason, the seventh-year receiver is set to be an unrestricted free agent. While wide receivers are becoming more valuable than ever, it wouldn't be surprising to see Samuel donning a different uniform in 2024.

Despite missing Thursday's practice with a hamstring injury, the seventh-year receiver was removed from Washington's injury report and appears to be good to go for this week's matchup against the Dallas Cowboys. Although this game is meaningless for the Commanders, Samuel has been a main target for quarterback Sam Howell this season. That connection could bring him into speculative start territory, but with Howell looking putrid lately, it still doesn't spark much confidence. Consider Samuel a flex option for the final week of the regular season.

It's possible the Commanders are just resting the 27-year-old wideout heading into the final game of their season, but we'll have a better idea of his Week 18 status against the Dallas Cowboys after the team practices on Friday. Washington has nothing left to play for this season, so it's a legitimate setback for Samuel, the Commanders will most likely hold him out this Sunday. He's been inconsistent for fantasy managers in D.C. on a weekly basis, catching a total of 60 passes for 598 yards and four touchdowns in 15 games in his third year with the team. If Samuel doesn't play this weekend, it would open up a bigger role for Jahan Dotson behind Terry McLaurin.
