Tampa Bay Buccaneers wide receiver Trey Palmer has moved into the third wideout role heading into the Week 17 matchup against the Carolina Panthers. The Bucs are without Sterling Shepard (foot, hamstring) for Sunday's game, which means Palmer should get more looks. Palmer hauled in two of his four targets for 31 yards during last week's loss to the Dallas Cowboys. A majority of his playing time came after Shepard exited the contest, so it might've been a bigger night if he had played the whole game. Regardless, it's going to be tough to trust Palmer for fantasy purposes. He hasn't done much this season and isn't guaranteed a ton of targets with Mike Evans and Jalen McMillan both healthy. Possibly, Palmer could offer desperation flex value in deep leagues for Week 17.

The matchup against the two-win Raiders is an enticing one, but we still wouldn't suggest the 23-year-old in starting fantasy lineups because of his lack of involvement in Tampa's offense this year, even after Chris Godwin's (ankle) season-ending injury. The second-year pass-catcher hasn't exceeded three catches for 33 yards in a game this year and has a total of just 10 receptions (18 targets) for 141 yards and one touchdown in 10 games. Palmer remains the WR4 behind Mike Evans, Sterling Shepard and rookie Jalen McMillan.

Even with Chris Godwin (ankle) suffering a season-ending injury midway through the season, Palmer has seen little involvement behind Evans, Sterling Shepard and rookie Jalen McMillan, catching only 10 of his 18 targets for 141 yards and one touchdown in 10 games (three starts) in just his second season in the NFL. Palmer belongs on the waiver wire in most fantasy leagues.
